Summary
The present report covers developments since 6 Dec. 1999 (S/1999/1219). The main subject concerns difficulties encountered in completion of identification of voters for the referendum and related problems, such as appeals for tribal groupings. Also discussed are the preparatory work for the repatriation of Saharan refugees and problems in implementing the settlement plan (S/21360). Financial aspects are discussed briefly. In the concluding section the Secretary-General recommends that the Security Council extend the mandate of the UN Mission for the Referendum in Western Sahara (MINURSO) for a period of 3 months, until 31 May 2000, to allow more time for consultations. Includes a UN map entitled "Minurso : Deployment as of February 2000." DAA
