Transmits letter of 31 Jan. 2000 from the Minister for Foreign Affairs to the President of the Security Council concerning the Council's recent deliberations on the situation in the Democratic Republic of the Congo; requests the Council urgently to adopt the resolution on authorizing the expansion of the UN Organization Mission in the Democratic Republic of the Congo (MONUC), referred to in presidential statement (S/PRST/2000/2) and in the Secretary-General's report (S/2000/30).
