High-level international intergovernmental consideration of financing for development

Endorses the report of the Ad Hoc Open-ended Working Group of the General Assembly on Financing for Development; decides to convene in 2001 a high-level intergovernmental event of political decision makers that will address national, international and systemic issues relating to financing for development; decides to establish an intergovernmental Preparatory Committee, open to all States, to carry out the substantive preparations for the event; also decides that the Preparatory Committee, at its resumed organizational session should consider innovative ways and mechanisms to facilitate the active involvement of all relevant stakeholders; requests the Secretary-General to initiate as soon as posible preliminary consultations with all relevant stakeholders, in particular IBRD, IMF and the World Trade Organization on their participation in the process and to provide the results to the Preparatory Committee for consideration; decides to constitute a Bureau of the Preparatory Committee, which will consist of 15 representatives of Member States to the UN that will be presided over by 2 co-chairmen; also decides that the 1st organizational session of the Preparatory Committee should be held as soon as possible and no later than the end of Jan. 2000 to elect the Bureau; requests the Bureau to continue consultations with all relevant stakeholders and the possibility of creating a joint task force; decides that the resumed organizational session of the Preparatory Committee should be held as soon as possible and no later than March 2000; requests the Secretary-General to provide the Preparatory Committee and the high-level intergovermental event with a secretariat commensurate with the level of the event and adequate staff and other resources.
