This manual describes the measurement of literacy through self-assessment and objective testing. A step by step account is given on how to plan, conduct and implement a literacy survey. The manual is primarily suitable for statistical and planning units dealing with literacy within ministries of education and statisticians in charge of household survey design in national statistics offices, and is also relevant to many other stakeholders in the areas of literacy and education.
