The purpose of this publication is to guide national statistical offices and other responsible agencies on the use of registers and administrative data in population and housing censuses, including operational, practical, technical and legal aspects. The publication is also expected to be valuable for users of census results. The publication was prepared by a task force established by the Conference of European Statisticians (CES), composed of experts from national statistical offices, and coordinated by the United Nations Economic Commission for Europe.
