Note transmitting interim report on the question of torture and other cruel, inhuman or degrading treatment or punishment submitted by Nigel Rodley, Special Rapporteur of the Commission of Human Rights, in accordance with Assembly resolution 53/139 of 9 Dec. 1998 / Secretary-General

Transmits the interim report submitted by Sir Nigel Rodley, Special Rapporteur of the Commission of Human Rights, in accordance with Assembly resolution 53/139 of 9 December 1998. The report, which covers the period from 15 Dec. 1992 to 31 Aug. 1999, outlines the special rapporteur's terms of reference and methods of discharging them. It then examines issues of special concern among which are: gender-specific forms of torture, violation of the prohibition of torture of children, compensation and rehabilitation of torture victims, and the International Criminal Court. It also includes an annex entitled "Principles on the effective investigation and documentation of torture and other cruel, inhuman or degrading treatment or punishment".
