Transmits letter of 22 Aug. 1999 from the Minister for Foreign Affairs of Iraq stating the facts on the seizure by the Kuwaiti authorities of an Indian merchant vessel, 11 Aug., for carrying the allegedly re-exported infant dried milk powder which was imported by Iraq under the Oil-for Food Programme.
