Informs that on 11 Aug. 1999 a Kuwaiti coastguard patrol arrested a boat inside Kuwaiti territorial waters, which was coming from Iraq, flying the United Arab Emirates flag, and was carrying humanitarian goods which should have been intended for distribution to the Iraqi people.
