Transmits letter from the Minister for Foreign Affairs dated 14 Aug. 1999; reports bombings on 10 Aug. of grain storage facilities in Muthanna Governorate in south Iraq by United States and British aircraft, damaging the facilities and the grain stored in them; requests the Security Council to intervene with the Governments of the 2 countries to desist from further acts of this nature.
