Transmits letter of 2 Aug. 1999 from the Minister for Foreign Affairs reporting that on 29 and 30 July 1999 United States and British aircraft based in Turkey, Saudi Arabia and Kuwait bombed several Iraqi civilian installations in the north and south of Iraq allegedly causing deaths and injuries among civilians; requests the Security Council to intervene to prevent such acts, and affirms Iraq's legal right to seek compensation for the damage.
