Transmits letter of 7 July 1999 from the Federal Minister for Foreign Affairs of Yugoslavia concerning a joint statement signed in Pristina on 2 July 1999 allegedly under the auspices of the UN Interim Administration Mission in Kosovo and KFOR, by the "representatives of the Serbian people", who, it claims, were not elected, do not enjoy legitimacy, and cannot either represent or make undertakings on behalf of anyone but themselves.
