Transmits letter of 25 Mar. 1999 from the Minister for Foreign Affairs of Yugoslavia to the Minister for Foreign Affairs of Norway, as the Chairman-in-Office of the Organization for Security and Cooperation in Europe (OSCE), requesting the latter to convene a special session of the OSCE Permanent Council to consider and undertake measures to stop NATO air strikes against Yugoslavia.
