Transmits comments on the Secretary-General's report (S/1998/1221) and states that the provisions of the agreement of 13 Oct. 1998 between Yugoslavia and the United States Special Envoy regarding the situation in Kosovo are not being implemented; concerns serious border incidents at the border of the Republic of Albania with the Federal Republic of Yugoslavia in the 1st week of Jan. 1999 and the refusal of the Yugoslav officials to verify the alleged incidents on their side of the border; reconfirms the willingness and the readiness of the Government of Albania to cooperate in finding a peaceful solution to the problem of Kosovo.
