Concurs with the Advisory Committee on Administrative and Budgetary Questions that the Board should continue to monitor closely the evolution of the actuarial valuation of the Fund and that no attempt should be made to reduce the present rate of contributions to the Fund or change any other features unless and until a pattern of surpluses emerges in future valuation; takes note of the decision of the Board to recommend to the General Assembly that the threshold for implementing cost-of-living adjustments of pensions in award be reduced from 3% to 2%, with effect from the adjustment due on 1 Apr. 2001; takes note of the information provided in the reports of the UN Staff Pension Board and the Board of Auditors on the measures taken and under consideration to improve the administration of the Fund; approves the revised cost-sharing arrangements between UN and the Fund; amends article 7 of the Regulations of the Fund, regarding the post and title of the Secretary of the Board; approves, with effect from 1 Apr. 1999, the inclusion of a new article in the Regulations of the Fund to provide for a divorced surviving spouse's benefit; decides to terminate the membership of the Interim Commission for the International Trade Organization in the Fund as at 31 Dec. 1998; approves, with effect from the date of adoption by the General Assembly, the amendments to articles 21 (b) and 32 (a) of the Regulations of the Fund; urges those Members States that have outstanding balances on foreign tax accounts receivable to provide the reimbursement due as quickly as possible.
