Summary
Calls for the full and consistent implementation of the General Framework Agreement for Peace in Bosnia and Herzegovina and the annexes thereto (collectively "Peace Agreement") and the Basic Agreement on the Region of Eastern Slavonia, Baranja and Western Sirmium (the "Basic Agreement") by all parties to those agreements; stresses also the need to focus international human rights efforts in the region on the core issues of the lack of full respect for the human rights and fundamental freedoms of all individuals without distinction; urges the authorities of Bosnia and Herzegovina, in particular those in the Republika Srpska, to ensure full and free access to their territories to all institutions and organizations concerned with the implementation of the present resolution; urges the Republic of Croatia to implement fully its programme on the re-establishment of confidence, acceleration of return and normalization of living conditions in the war-affected areas of the Republic of Croatia and its refugee return programme in cooperation with the Office of the UN High Commissioner for Refugees, and demands that the Republic of Croatia take immediate steps to facilitate the early voluntary return of all refugees and displaced persons to their homes in all regions; calls upon the authorities of the Federation Republic of Yugoslavia (Serbia and Montenegro) to end any torture and other cruel, inhuman or degrading treatment or punishment of persons in detention, as described in the report of the Special Rapporteur and to bring those responsible to justice.
