Summary
Reaffirms the importance of the right to development for every human person and for all peoples in all countries, in particular the developing countries; recognizes that the Declaration on the Right to Development constitutes an integral link between the Universal Declaration of Human Rights and the Vienna Declaration and Programme of Action; reiterates the importance of the Vienna Declaration and Programme of Action which reaffirms the right to development; reaffirms that democracy, development and respect for all human rights and fundamental freedoms are interdependent and mutually reinforcing; also reaffirms that democracy, development and respect for all human rights and fundamental freedoms would be strengthened by enhanced international cooperation; urges all States to eliminate all obstacles to development at all levels; invites the UN High Commissioner for Human Rights to give due regard to the impact of the problem of the external debt burden of developing countries; expresses deep concern about the overall decline in official development assistance flows; affirms the need to apply a gender perspective in the implementation of the right to development; expresses concern about the adverse impact of the current financial crisis on the realization of the right to development; affirms that international cooperation is acknowledged more than ever as a necessity deriving from recognized mutual interests; welcomes the intention of the Secretary-General to give high priority to the right to development.
