Summary
Endorses the conclusions and recommendations of the Committee for Programme and Coordination on the programme narrative of the proposed programme budget for the biennium 1998-1999; stresses that the reform proposals approved in its resolutions 52/12 A and B will be implemented with full respect for the relevant mandates, decisions and resolutions of the General Assembly, in particular the medium-term plan for the period 1998-2001; decides that the staffing table for each year of the biennium 1998-1999 shall be as contained in annex I.A to the present resolution; approves the comments and recommendations of the Advisory Committee on Administrative and Budgetary Questions as expressed in its 1st report on the proposed programme budget for the biennium 1998-1999 and in its 2nd report on the reform proposals of the Secretary-General, subject to the provisions of the present resolution; decides to consider the impact of the implementatio of pilot projects on the budgetary practices and procedures as well as on the Financial Regulations and Rules of UN, prior to their implementation, and requests the Secretary-General to submit a comprehensive report on this matter through the Advisory Committee to the General Assembly at the 1st part of its resumed 52nd session; urges all Member States to pay their assessed contributions in full, on time and without imposing conditions, to avoid the financial difficulties being experienced by the Organization; decides to keep under review all aspects of net budgeting, including its impact on the functioning of the entities concerned, and requests the Secretary-General to report on this subject to the General Assembly at its 53rd session.
