Refers to its earlier letter (S/1998/179) on the judgments of the International Court of Justice concerning the interpretation of the 1971 Convention for the Suppression of Unlawful Acts against the Safety of Civil Aviation related to the Lockerbie incident and states that since the Court has accepted jurisdiction in the matter, the sanctions provided for in Security Council resolutions 748 (1992) and 883 (1993) have become irrelevant and the Security Council must take the recommendations and measures needed to give effect to the judgements.
