Summary
Decides to establish the post of Deputy Secretary-General as an integral part of the Office of the Secretary-General; welcomes the recommendations of the Secretary-General aimed at the rationalization, streamlining and enhancement of the work of the General Assembly; stresses that enchancing the rapid deployment capacity of the UN in peacekeeping operations can play a valuable role in the effectiveness of its response to a conflict; endorses the recommendation that the Security Council, in establishing a peacekeeping operation in the future, should prescribe a time-frame for the conclusion of the status-of-forces agreement between the UN and the host Government for the operation in question; invites ECOSOC to consider, in 1998, the reform of its susbsidiary bodies, and during 1998, to consider arrangements for closer integration of the governance oversight of UNDP/UNFPA and UNICEF, with consecutive and/or joint meetings of the existing Executive Boards; decides to designate the Emergency Relief Coordinator as the UN Humanitarian Assistance Coordinator, and to transfer to UNDP the responsibilities of the Emergency Relief Coordinator for operational activities for natural disaster mitigation, prevention and preparedness; decides to establish in 1998 a humanitarian affairs segment of ECOSOC; decides to examine the recommendation for a review of the International Civil Service Commission; decides to establish a development account in 1998/1999; invites the Secretary-General to elaborate further his proposals for reform of the UN as follows: a new concept for trusteeship, a Millenium Assembly and Millenium Forum, a Special Commission to examine the need for possible amendments of the UN Charter and the treaties from which the mandates of the specialized agencies are derived, and provisions for time limits and review by the Assembly of initiatives involving new mandates and institutional machinery.
