Financing of the United Nations Iraq-Kuwait Observation Mission : resolution / adopted by the General Assembly.

Decides to appropriate to the Special Account for UNIKOM the amount of US$51,487,500 gross for the maintenance of the Observation Mission for the period from 1 July 1997-30 June 1998, inclusive of an amount of $1,952,100 for the support account for peacekeeping operations, a two-thirds share of this amount, equivalent to $33,066,200, to be funded through voluntary contributions from the Government of Kuwait; decides also to apportion among Member States the amount of $18,421,300 gross, representing one third of the cost of the maintenance of the Observation Mission for the period from 1 July 1997-30 June 1998, the said amount to be assessed at a monthly rate of $1,535,108 gross; decides further that, there shall be set off against the apportionment among Member States, their respective share in the Tax Equalization Fund of the estimated staff assessment income of $1,888,200 approved for the period from 1 July 1997-30 June 1998; decides that, for Member States that have fulfilled their financial obligations to the Mission, there shall be set off against the apportionment, their respective share in the unencumbered balance of $1,723,200 gross, representing one third of the unencumbered balance of $4,603,200 gross in respect of the period from 1 Jan.-June 1996; decides also that, for Member States that have not fulfilled their financial obligations to the Observation Mission, their share of the unencumbered balance of $1,723,200 gross for the period from 1 Jan.-30 June 1996 shall be set off against their outstanding obligations; decides further that two thirds of the net unencumbered balance of $4,320,000, equivalant to $2,880,000, shall be returned to the Government of Kuwait.
