Notes the administrative arrangements regarding personnel and financial matters and the provision of conference services to the Conference of the Parties to the Convention and its subsidiary bodies for the biennium 1996-1997; requests the Secretary-General to review the arrangements towards the end of the biennium 1996-1997 and to report on the results of that review to the Assembly at its 52nd session, taking into account evolving needs arising from the relocation to Bonn of the Convention secretariat; calls upon Member States that are parties to the Convention to pay in full and in a timely manner for each of the years 1996 and 1997; invites the Executive Secretary of the UN Framework Convention on Climate Change to report to the General Assembly at its 52nd session and, pending the outcome of the special session of the General Assembly in 1997, to report on the results of future meetings of the Conference of the Parties to the Convention.
