Concerns proposition by the Secretary-General of a new UN Verification Mission in Guatemala (MINUGUA) to subsume the functions of the existing UN Mission for the Verification of Human Rights and of Compliance with the Commitments of the Comprehensive Agreement on Human Rights in Guatemala (MINUGUA) and informs of his decision to appoint Jean Arnault as his Special Representative and Head of MINUGUA as of 1 March 1997.
