Transmits letter in responce to the announcement by the United States of a decision to grant United States identity documents to Iraqis from northern Iraq, asserting that United States intelligence personnel who entered Iraq as humanitarian workers have been carrying out evacuations, and that some of these persons are in Iraq for the purpose of organizing operations designed to undermine the country's system of government.
