ملخص
Statement made on behalf of the Security Council, at the 3697th meeting, 20 Sept. 1996, in connection with prior consultations held among Council members on a report on the situation of human rights in Croatia (S/1996/691); welcomes the enactment of a new amnesty law and notes that a comprehensive new amnesty law and its equitable application are also vital elements in preparing for elections in Eastern Slavonia and in the completion of the UN Transitional Administration for Eastern Slavonia, Baranja and Western Sirmium (UNTAES) mandate; urges the Croatian authorities to improve the security situation in Krajina and Western Slavonia; calls upon the Government of Croatia to expand investigations of crimes committed against the Serb population in 1995 and to rescind its decision of Sept. 1995 suspending certain constitutional provisions affecting the rights of national minorities / President, Security Council.

Statement made on behalf of the Security Council, 3697th meeting, 20 Sept. 1996, in connection with the item entitled "The situation in Croatia". Notes progress in the humanitatian and human rights situation in some areas; commends the agreement between Croatia and Yugoslavia signed on 23 Aug. 1996; urges the Government of Croatia to expand its programme to accelerate the return and reintegration of refugees and displaced persons; welcomes the enactment of a new amnesty law and emphasizes that such a law must be implemented without delay in a fair and equitable manner; and expresses concern over the inadequate security in Karajina and Western Slavonia.
