Summary
Authorizes Member States acting through or in cooperation with the organization in Annex 1-A of the Peace Agreement to establish a multinational implementation force (IFOR) under unified command and control in order to fulfil the role specified in Annexes 1-A and 2 of the Peace Agreement; authorizes Member States to take all necessary measures to effect the implementation of and to ensure compliance with Annex 1-A of the Peace Agreement, to ensure compliance with the rules and procedures, to be established by the Commander of IFOR, governing command and control of airspace over Bosnia and Herzegovina with respect to all civilian and military air traffic; recognizes the right of the force to take all necessary measures to defend itself from attack or threat of attack; decides that, with effect from the day that the transfer of authority from UNPROFOR to IFOR has taken place, the authority to take certain measures conferred upon States by Security Council resolutions 770 (1992), 781 (1992), 816 (1993), 836 (1993), 844 (1993) and 958 (1994) shall be terminated, and that the provisions of resolutions regarding safe areas shall also be terminated; decides that the arms embargo shall not apply to weapons and military equipment destined for the sole use of the Member States assisting in the operation, or of international police forces; agrees to the designation of Carl Bildt as High Representative; decides that the mandate of UNPROFOR shall terminate on the date on which the Secretary-General reports to the Council that the transfer of authority from UNPROFOR to IFOR has taken place; recognizes the unique, extraordinary and complex character of the present situation in Bosnia and Herzegovina, requiring an exceptional response.
