Security Council resolution 955 (1994) [on establishment of an International Tribunal for Rwanda and adoption of the Statute of the Tribunal]

Decides, having received the request of the Government of Rwanda (S/1994/1115), to establish an international tribunal for the sole purpose of prosecuting persons responsible for genocide and other serious violations of international law committed in the territory of Rwanda and Rwandese citizens responsible for genocide and other such violations committed in neighbouring States, between 1 Jan. 1994 and 31 Dec. 1994 and to this end to adopt the Statute of the International Criminal Tribunal for Rwanda annexed thereto; that all States shall cooperate fully with the International Tribunal and its organs and that consequently all States shall take any measures necessary under their domestic law to implement the provisions of the resolution and the Statute, including the obligation of States to comply with requests for assistance or orders issued by a Trial Chamber under Art. 28 of the Statute, and requests States to keep the Secretary-General informed of such measures; requests the Secretary-General to implement this resolution and to make practical arrangements for the effective functioning of the International Tribunal; decides that the seat of the International Tribunal shall be determined by the Council having regard to considerations of justice and fairness as well as administrative efficiency, including access to witnesses, and economy, and subject to the conclusion of appropriate arrangements between UN and the State of the seat; decides to consider increasing the number of judges and Trial Chambers of the International Tribunal if it becomes necessary.
