Decides to proclaim the 3rd Decade to Combat Racism and Racial Discrimination beginning in 1993, and to adopt the Programme of Action proposed for the 3rd Decade contained in the annex to the present resolution; decides that the international community, in general, and the UN, in particular, should continue to give the highest priority to programmes for combating racism, racial discrimination and apartheid; requests the Secretary-General to continue the study on the effects of racial discrimination on the children of minorities; requests the Secretary-General to finalize the draft model legislation for the guidance of Governments in the enactment of further legislation against racial discrimination; requests the Secretary-General to ensure that the necessary financial resources are provided for the implementation of the activities of the 3rd Decade during the biennium 1994-1995, to accord the highest priority to the activities of the Programme of Action for the 3rd Decade to Combat Racism and Racial Discrimination that aim at monitoring the transition from apartheid to a non-racist society in South Africa, and to submit each year to the Economic and Social Council a report on all activities of UN bodies and specialized agencies analysing information received on such activities to combat racism and racial discrimination.
