Urges States not parties to the Treaty on the Non-Proliferation of Nuclear Weapons to accede to it at the earliest possible date, recognizing the importance of the universality of the Treaty; calls upon the nuclear-weapon States to pursue their efforts for nuclear disarmament with the ultimate objective of the elimination of nuclear weapons in the framework of general and complete disarmament, and calls upon all States to implement fully their commitments in the field of disarmament and non-proliferation of weapons of mass destruction.
