Welcomes: (a) the decision of the States signatories of the Treaty on Conventional Armed Forces in Europe to implement this Treaty, as well as the recent Concluding Act of the Negotiations on Personnel Strength of Conventional Armed Forces in Europe; (b) the signature of the Treaty on Open Skies, with the adoption of the Declaration on the Treaty on Open Skies; (c) the adoption, by the States participating in CSCE, of a new significant set of confidence- and security-building measures; and (d) the decision at the Helsinki summit meeting in July 1992, to establish a CSCE Forum for Security Cooperation with a mandate to start new negotiations on arms control, disarmament, and confidence- and security-building; to enhance regular consultation and to intensify cooperation among them on matters related to security, and to further the process of reducing the risk of conflict.
