Calls upon the administering Power, in cooperation with the territorial Government, to promote the economic and social development of the Territory, to reduce its heavy economic and financial dependence on the United States and to take measures to create more employment opportunities for the people of the Territory; notes that a period of 10 years has elapsed since a UN mission visited the Territory.
