Endorses the guidelines for appropriate types of confidence-building measures and for the implementation of such measures on a global or regional level, as adopted by consensus by the Disarmament Commission at its 1988 substantive session; recommends these guidelines to all States for implementation, fully taking into account the specific political, military and other conditions prevailing in a region, on the basis of initiatives and with the agreement of the States of the region concerned.
