Welcomes the agreement between the USSR and the United States to conclude a treaty eliminating their intermediate-range and shorter-range missiles; notes with satisfaction that President Reagan and General Secretary Gorbachev have agreed to meet in the United States beginning on 7 Dec. 1987 and that a further meeting in the USSR is envisioned between them in the first half of 1988; calls upon the Government of the USSR and the Government of the United States to spare no effort in seeking the attainment of all their agreed objectives in the negotiations.
