Recommends that the non-nuclear-weapon States parties to the Treaty Banning Nuclear Weapon Tests in the Atmosphere, in Outer Space and under Water formally submit an amendment proposal to the depositary Governments with a view to convening a conference at the earliest possible date to consider amendments to the Treaty that would convert it into a comprehensive nuclear-test-ban treaty; requests that the States parties to the Treaty Banning Nuclear Weapon Tests in the Atmosphere, in Outer Space and under Water report to the General Assembly at its 43rd session on the progress of their efforts.
