Summary
Urges Governments to consider and adopt appropriate measures at the regional level with a view to strengthening peace and security at a lower level of forces, through the limitation and reduction of armed forces and conventional weapons, under strict and effective international control, taking into account the need of States to protect their security, bearing in mind the inherent right of self-defence; reaffirms the primary responsibility of the militarily significant States, especially the nuclear-weapon States, for halting and reversing the arms race.
