Calls upon the Security Council, and particularly its permanent members, to initiate due procedures in conformity with the provisions of resolution 39/63K, calling upon the Security Council to give consideration to the escalating arms race - particularly the nuclear arms race - with a view to initiating due procedures in accordance with Article 26 of the Charter of the UN, for bringing it to a halt.
