Decides to establish an Open-ended Working Group to consider all aspects of the question of increase in the membership of the Security Council, and other matters related to the Security Council; requests the Open-ended Working Group to submit a report on the progress of its work to the General Assembly before the end of its 48th session; decides to include in the provisional agenda of its 49th session an item entitled "Question of equitable representation on and increase in the membership of the Security Council and related matters".
