Implementation of the programme for the 2nd Industrial Development Decade for Africa.

Calls upon all African countries to take concrete measures to ensure full implementation of their national and subregional programmes for the 2nd Decade including the establishment of an enabling environment conducive to the development of the private sector and the attraction of substantial financial and technical resources for investment in the priority areas of the programme for the 2nd Decade; invites Africa's development partners and development finance institutions to contribute the financial and technical resources needed for the implementation of the programme for the 2nd Decade at the national and subregional levels; endorses the plan of action for the coordination of the 2nd Industrial Development Decade for Africa and the 2nd Transport and Communications Decade in Africa; also requests ECA and UNIDO to accord high priority to the development of the private sector, the participation of women and the utilization of African consultants in their activities related to the 2nd Decade; further requests ECA and UNIDO in cooperation with OAU to review the implications of the Uruguay Round of multilateral trade negotiations and the fundamental changes at the international level for the industrialization efforts of the African countries.
