Summary
Emphasizes that the recipient Government has the primary responsibility for coordinating all types of external assistance and a country strategy note should be formulated by interested recipient Governments with the assistance of and in cooperation with the UN system under the leadership of the resident coordinator in all recipient countries where the Government so chooses; decides that assistance should be based on an agreed division of responsibility among the funding organizations; requests the Secretary-General to promote an early agreement on a common interpretation of the programme approach and national execution to be applied by the UN system; decides that capacity and authority should be further decentralized to the field offices; stresses that the strengthened resident coordinator function is necessary to assist the Government in mobilizing technical expertise and ensuring coordination at the country level in order to respond to national needs and priorities in the most cost-effective and efficient manner and to maximize the impact of the UN system on the development process.
