Summary
Authorizes the establishment of an open-ended inter-sessional working group in order to elaborate a draft optional protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, using as a basis for its discussion the draft text proposed by the Government of Costa Rica on 22 Jan. 1991, which will meet for a period of 2 weeks prior to the 49th session of the Commission on Human Rights; requests the Secretary-General to extend all the necessary facilities to the working group to enable it to meet prior to the 49th session of the Commission.
