Stresses the need to implement fully all the provisions of the Regulations and Rules Governing Programme Planning, the Programme Aspects of the Budget, the Monitoring of Implementation and the Methods of Evaluation, in particular those relating to the determination of priorities; endorses the conclusions and recommendations and approves the proposals contained in paragraphs 100 to 102 of part two of the report of the Committee for Programme and Co-ordination; requests the Secretary-General, when submitting in 1988 the draft introduction to the next medium-term plan, to take into account all views expressed by Member States in the enclosure to his note on the preparation of the next medium-term plan; endorses the recommendations of the Committee for Programme and Co-ordination that evaluation studies should be appropriately timed in order to be relevant to the programme cycle, that evaluation methodologies should be further refined and that evaluation reports should present recommendations in 2 categories, namely, those falling within the purview of the Secretary-General for implementation and those requiring consideration, approval or action by intergovernmental bodies; accepts that the topic for the 23rd series of Joint Meetings of the Committee for Programme and Co-ordination and the Administrative Committee on Co-ordination shall be "The response of the UN System to development problems, with special attention to the implementation of the UN Programme of Action for African Economic Recovery and Development 1986-1990".
