Appeals to all States to consider becoming parties to the Vienna Convention for the Protection of the Ozone Layer as soon as possible; welcomes the adoption on 16 Sept. 1987 of the Montreal Protocol on Substances that Deplete the Ozone Layer; draws the attention of all States to the fact that the Montreal Protocol will remain open for signature in Ottawa until 16 Jan. 1988 and subsequently at UN Headquarters from 17 Jan. to 15 Sept. 1988; appeals to all States that have not yet done so to consider signing the Montreal Protocol as soon as possible.
