Transmits letter of 2 Mar. 1999 from the Minister for Foreign Affairs concerning air strikes against Iraq by United States aircraft on 28 Feb. and 2 Mar. 1999; states that these attacks have caused serious damage to Iraqi oil installations in the north of Iraq and have halted the flow of crude oil through the Iraq-Turkey pipeline system resulting in a loss of resources for use under the Memorandum of Understanding between Iraq and UN.
