Commends the Group of Governmental Experts on International Co-operation to Avert New Flows of Refugees for the work it has accomplished by consensus, as reflected in its report; endorses the conclusions and recommendations contained in the report; calls upon Member States to respect, for the purpose of improving international co-operation to avert new massive flows of refugees, the recommendations of the report; urges the main organs of the UN to make fuller use of their respective competences under the Charter for the prevention of new massive flows of refugees.
